 Mandatory Stage 3 Water Restrictions

Due to prolonged and persistent drought conditions, the LCRA Board recently adopted a new rule requiring all water customers to initiate increased water restriction if the total combined volume of Lakes Buchanan and Travis was below 1,100,000 acre feet (58% full) as of March 1, 2014. Unfortunately, with little or no rainfall the combined volume of the lakes was at 38% and  the new rule was implemented by LCRA.

Based on this LCRA requirement, the City Council initiated Stage 3 Water Restrictions effective March 17, 2014 to comply with the LCRA mandate. Select the link below to see information on Stage 3 water use restriction and enforcement penalties.

Stage 3 Watering Rules for those with LCRA Contracts for Lake Water:


For Horseshoe Bay property owners using water drawn from Lake LBJ under contract with LCRA, please follow the LCRA's irrigation schedule, and not the City of Horseshoe Bay's.  The schedules are different.

Further, the LCRA is responsible for enforcing their watering rules, not the City.  Information about LCRA's rules may be found at

Drip irrigation exemption

Drip irrigation is exempt from Horseshoe Bay’s Stage 3 landscape irrigation restrictions. While Horseshoe Bay water customers are free to operate drip systems at any time, the City asks that they avoid running the system between 10 a.m. and 7 p.m. to minimize evaporation.

Proposed New City Street Signs

At the July 8 meeting, the City Council affirmed the choice of the pole only street sign and staff was directed to provide Council with more detailed information regarding the cost, number of signs and an installation plan at the August 26 Council meeting.

Street Improvement Plan

The City has divided the current City streets into 10 areas of approximately 5 miles each. HSB South, The Fairways, Lighthouse Drive/No Return, the area north of 2147 and the Hi Circle South areas are complete. Crews are currently working on the Horseshoe Bay West/Pecan Creek area.
