Mission

The mission of the Community Services Department is to provide safe, dependable and efficient community services that are essential to supporting the Horseshoe Bay community.

Responsibilities

Community Services Department Management accomplishes this mission by providing oversight of all Community Services functions and ensures professional and effective services are achieved.
The Community Services Department consists of the following  Divisions:
Administration, Customer Service, Utility Service, Field Operations, Plant Operations, Solid Waste, Water Conservation, and Engineering Services.

Management also provides support to the community through:
  • Customer interaction
  • Design and implementation of ordinances related to community services
  • Preparation and administration of departmental budgets and utility rate analysis
  • Utilities contract negotiations
  • Liaison between City and utility regulatory agencies
  • Long and short range community services planning
  • Preparation of bid specifications, management of consultant contracts and capital improvement projects
  • Utility infrastructure engineering design review and construction oversight
  • Management of GIS and Asset Management Systems

Administration
Community Services Administration provides community support through:

  • Regulatory accountability of the City’s water, sewer, and solid waste
  • Customer interaction and response
  • Management of utility rate and system hydraulic modeling
  • Capital Improvement Project planning, budgeting and construction management
  • Oversight of Developer infrastructure planning and construction
  • Management City’s Computer Information Server Systems and GIS program
