Subdivisions
Subdivisions
Anyone interested in subdividing a tract of land is encouraged to meet with the Development Services Director or the Senior Planner to discuss your plans. The preliminary plat and final plat must be prepared by a registered land surveyor and a professional engineer, when applicable. The Planning & Zoning Commission and the City Council will not approve unless it conforms to the City's standards and comprehensive development plan and all required documents are provided.
Apply
If your plans meet the City's requirements, you will need to submit completed Preliminary Plat and Final Plat applications, accompanied by all required documentation listed in the application and the filing fee.
Some Replats and Final Plats require Public Notices in both the Horseshoe Bay Beacon and The Highlander newspapers at least 15 days before the scheduled Planning & Zoning Commission and City Council meetings. Mailed notice to property owners within 200 feet is also required at least 15 days before the Planning & Zoning Commission and City Council meetings. All Public Notices must be approved by the Development Services Director prior to being published or mailed.
Review/Approval
Development Services will review the preliminary plat and final plat and make a recommendation to the Planning & Zoning Commission and the City Council for their consideration at their regular meetings. If there are any changes, information will be provided to the applicant's surveyor/engineer to complete for final approval. Development Services will obtain signatures from the Mayor, Legislative Services Director and Development Services Director.
Recording
Development Services will notify the surveyor/engineer the final plat is ready for recording. Recording is completed in either the Burnet or Llano County Clerk's office.
Types of Plats
A brief description of the types of plats is provided below. Official descriptions are detailed in the City of Horseshoe Bay Subdivision Regulations.
Preliminary Plats
The purpose of the preliminary plat is to allow the development services department to review overall platting of the tract and street patterns within the subdivision for conformance with the requirements of this article. A preliminary plan is not required for a minor plat as defined in section 10.03.202(a)(3) and (4). Phased Preliminary Plats
The purpose of a phased preliminary plat is to allow the city council to review the subdivision in relation to future phases of the development, existing and proposed subdivisions adjacent to the site, and future city service requirements. Final Plats
The purpose of the final plat (including a final replat) is to allow development services to review the overall platting of the tract and street patterns within the subdivision for compliance with this article, and for compliance with an approved preliminary plat. Minor Plats
A Minor Plat is a replat that merges 4 or less lots on an existing street with infrastructure in place (For a full explanation of Minor Plats, see Division 6 of City of Horseshoe Bay Subdivision Regulations).
Replats
A Replat is required to alter or create new lot lines or alter any other aspects of a recorded plat (For a full explanation, see Division 6 of City of Horseshoe Bay Subdivision Regulations).
Vacating Plats
Plats may be vacated in a subdivision where no lots have been sold or if all the owners of all sold lots within said subdivision apply simultaneously. (For a full explanation, see Division 7 of City of Horseshoe Bay Subdivision Regulations).
Amending Plats
An Amending Plat may be applied for if an error or omission in a previously recorded plat meets certain criteria (For full details, see Division 7 of City of Horseshoe Bay Subdivision Regulations).
